Mr. Bourdillon
I have sounded Mr. Weekes, the Controller
of Plans of C.D.C. by telephone.
He told me that the Corporation would certainly be prepared to consider a reclamation scheme of the nature outlined in No.1 if it were sent in to them by Hong Kong. His own personal view was that if the C.D.C. were going in for this sort of thing they should put up the buildings as well as carry out reclamation.
I think that this is sufficient to warrant our mentioning to the Governor the possibility of C.D.C. being interested, either solely or as partners in the reclamation scheme.
I was, therefore, wrong in my estimate of C.D.C. reactions, but I still have strong doubts as to whether it is worth while putting up a scheme to them.7
